Is it possible to keep personal settings from Audition version 3.0 to 25.0?

I have not had any luck, all I have been able to do is try and fail and try again, you would think Adobe would have some guidance but oh that makes too much sence, good luck.

It's not, I'm afraid. The reason for this is that 3.0 was the final version built using the old code base - the entire coding systen was changed so that it could be built on Macs as well as PCs. And the original new build (5) was short of a lot of features which were gradually added back as they were rewritten, so at the time of inception, you probably couldn't have added back your customisations at all anyway. On top of that, things like keyboard customisations were stored in a completely different place, and the effects were completely rewritten as (non-transferrable) VSTs, in which the presets were completely different.
And things were permanently lost - so anything you wrote in the original scripting language wouldn't work at all, for instance. Also, there is no MIDI, of course.
But anyway, Adobe were quite open about the new build and the inability to transfer any settings at the time - which was over fifteen years ago. Complaints at this stage are, I'm afraid, pretty much moot.
