Help!! i am trying to make multitrack music, and nothing lines up... i am guessing this is latency?

Help!! i am trying to make multitrack music, and nothing lines up... I lay down backing tracks, with a metronome...but even those (metronome and track) don't line up on playback...this latency thing is killing me and no one at adobe help has good advice.  Is the only option to record and then move the track? microtimings are so specific in a solo... and it am laying down 10-12 tracks... so timing is essential. Is maybe audition not useful for this? I am used to being able to hear the existing tracks and then play in time with them...what am i amissing???. I  am using a  a roland duo capture for my mics

If so, are you ensuring you are using the dedicated ASIO driver with Audition?
