How to pull out or stretch a waveform which is too short?

I got someone's sound simple, find out his 16K~22K gone missing in the Frequency Analysis panel, i just started my Audition yesterday and i was wondering if the part has been cut out could be saved, or any options to bring this wave back to normal. Oh god help me~IMG_2840.jpg

The file you are importing clearly shows (top left corner of your screenshot) that it is an .mp3.  By default, frequencies above 16kHz "do not exist" in an .mp3, they are "removed", permanently, by the compression process.  Hence, there is no way to restore or "pull them out".
