I'm trying to add markers onto a certain track in multi track rather than adding it to the whole multitrack the same way you do in premiere but I can't seem to figure out a way to do that, is there a way to do that and if not, why?

No, you can't do that - well not directly anyway, although you can't really do this in Premiere either...
What happens in Multitrack view is that the only thing you can put fixed time marks on is the timeline itself, since everything else can be moved about. How do you get around this? You open the original file track in Waveform view and place markers on it there, where they can be saved. These will show up as vertical lines when you display the waveform on the Multitrack screen, and if you move the waveform, the markers will move with it:
You will notice in this screen-grab that there are two different styles of line. The one on the left, with more dots, is a straightforward marker point. The one on the right is the left-hand side of a range marker.
No, it's not perfect. The single biggest snag with it is that even though you can label the markers in Waveform view, you can't transfer those labels into multitrack - not even as a sub-list under the file name. That would actually be useful if implemented, as you could click on them and go straight to that point on the display. But hey, it is what it is, and when used in the way it was originally intended to be used, it works fine. Just in case you're wondering, that involves making range selections in Waveform view, and when you transfer them to the session from the marker file, it displays just the section between the markers. Or the other way you can do it is to batch-process all the ranges into individual files, taking the range name as the file name. Then, and only then, can you display what was in the range box - because it's now the file name too.
What did I mean about Premiere? That only adds markers to 'real' files as well, although the way they are displayed is slightly different.
