It is probably just me but I can't see any reference to your hardware in the screenshot.
Go to Edit > Preferences > Audio Hardware
Then selected your audio hardware and preferably the ASIO driver for it (assuming you are on a PC)
Then select the 'Audio Channel Mapping' tab and make sure that left and right outputs are directed to the correct locations that your speakers are attached to

@ SuiteSpot, thank you for taking the time to reply. For refrence I am listening with headphones plugged into headgear jack. I have confirmed that other sources play fine (VLC and YouTube) and that Headphone (3- Realtek(R)Audio) is the correct location. Switching to ASIO does not allow this location and if I try playback it does not respond. Thee MME setting seems to work and based on other research is correct?
Channel mapping is also correct
the thing that confuses me is that even though playback is running and I can see the wave form the levels do not budge?
Any thing else you can suggest?

Can't suggest anything other than making sure that your track is going out through the master
