I am using the Noise Reduction feature to capture a noise print of a segment of an audio clip which contains a hiss. I successfully complete this process, save my file, close it, and when I reopen it none of the noise reduction edits took effect.

Oh, it probably is... you've tried reducing the noise on an 8-bit signal, and the Laws of Physics dictate that this can't possibly have a noise floor lower than 6.02dB/bit - which gives an absolute minimum figure of about -48dB. If you want it quieter than that, you'll have to increase the bit depth, I'm afraid. And there's absolutely nothing else that can be done about it.
