I'm in the process of doing audio for a short film, which we want the dialogue of characters to sound like the same syllable being rapidly repeated, like in these examples:

I wanted to know if there was a way to set this up easilly in Audition, since it will need to be used for multiple characters and instances. A way to do the pitch-shifts like in the Banjo example would be helpful too.

Somewhat unrelated to your question but the Eventide Ultra Harmonizer from the 1990s did a great realtime 'Max Headroom' effect, stuttering syllables and pitch change. We once put it in the feed of the direcror's talkback to the cameramen....Went down well!

I know of one non-Adobe plug in that I think will achieve what you want to do, iZotope Stutter Edit. https://www.izotope.com/en/products/stutter-edit.html
Not particularly cheap, but might be worth a look?
