Recording is robotic

I am having an odd issue.  New computer (HP ZBook, Windows 10 64 bit), new audio interface (UA Apollo twin thunderbolt) but recording are garbled when another daw, is opened (Cubase in this case).  Otherwise, records and sounds perfect.

I found this also happens when Skype is open.

Cubase is solved there's a little tick in the preferences that asks If it should  release the  asio driver.   I checked it and both DAWs are working right now.   Still having the issue with Skype and various media players.

In case it helps, I discovered a while back that in Skype you can manually change the audio hardware settings.  It's under Tools/Options/Audio Hardware.
