Because undocked panels are not standard windows, they cannot be properly resized if moved to a second display, nor can they be snapped to the display edges or made full-screen like, you know, every other app running on Windows 10.
Please go back to using standard window controls including scroll bars and window widgets, and allow standard behaviors.
