I updated to the latest versions of bridge and photoshop and now my tools photoshop merge to hdr pro is missing. If I use an old version of bridge is has the option but tells me I need to update photoshop. Which I have already done. Any help would be appreciated. Thank you in advance.

When Bridge or Photoshop releases new updates, Bridge and Photoshop typically need to be updated in pairs. That is, if you do one, you'll also need to do the other. However, you need to update Bridge first, then Photoshop. The scripts that provide things like Merge to HDR Pro are installed by PS, they are not automatically in Bridge.
Please try uninstalling both Br & PS, then re-install Br, then PS. See how that works.

Hi @Earth Oliver, I'm on holiday right now "across the pond." I can't test this until I get back. It doesn't bode well and I am concerned.

Starting in Bridge, I find "Merge to HDR" in Camera Raw.-
1) Select multiple images for HDR in Bridge.
2) Open in Camera Raw [CTRL+R]
3) In ACR- Select all [CTRL+A]
4) [Right-Click] a thumbnail and [Merge to HDR]
Is this not what @Earth Oliver is looking for?
