Is this a bug? Cannot see the top bar of Bridge 2023

I like to report a bug on Bridge 2023

I cannot see the top of the bar, at the top of the program. I believe the Bar thing are the "Folders and the 3 dash across).  

I have a 5Kx2K monitor and text is at 125%.

Are your Tools selected in the Windows menu?

There is my Tools and I turn it on.

Why is this like this?  See the yellow circle.

Something is cut off. I cant see the Top Bar.

OK, now I'm confused. (Some of this might be my non-familiarity with Windows, so please work with me here.)

In your first screenshot, you show a green selection that does not show the tools. (It does show the menus.) In the 2nd screenshot, you show the tools, but the yellow selection shows no menus. 

Is this common in Windows to not display the Menus?

FWIW, on the Mac, the Menus are ALWAYS on the very, very top of the screen. They are never attached to the Application's window.

In Windows, the menus are always visible at the top of the application window. I can't find a way to hide them.

That second screenshot is very strange. It doesn't even have the Bridge logo or name in the top left. Also, the blue active panel outline surrounds the tools. I can't figure out what we are looking at.

Maybe a user prefs reset is needed.
