When I try to assign a Rating or Label to a jpg on a network server it takes 30 seconds to update. I'm running 11.0.1.109 on a Win 10 machine.
Any way to speed this up? I've tried clearing my cache?
I've got my cache size to 50GB and "Keep 100% Previews in Cache" is checked

That's because you are working on a server and Bridge was not designed to work on servers. As such, ANY functionality, regardless of how slow, is considered a plus. If you move your files to a hard drive you'll see the speeds go back to reasonable time amounts.

I tried it on a local file and it is indeed fast. Hopefully Adobe will incorprate better server performance in the future.

I am from Adobe Bridge Team.
Applying Labels & Ratings over network depends lots upon the current state of the network.
Can you please share your network information over which you are trying to add Labels& Ratings?
Also, can you please check the performance of browsing via finder of these network folders?
You can try couple of things:
1) Uncheck the option "Keep 100% Previews in Cache"
2) Increase the cache size to maybe 100 GB.
Please let us know your findings.
