This has been happening for several releases now. I used to use this short cut to rotate images, but now it just locks Bridge up.

Update:, now that I realized that this key combo was causing problems, I tried to just use the icons in Bridge, and the same thing happens, so it has to do with rotating the image and not the key sequence.

I can't replicate your issue (and never could as I have used both approaches for years and never have had an issue.
Please verify what your OS is (and what release) and what version of Bridge you are using.

MacOS 12.6.2 / Bridge 13.0.1.583
As I say, this has been happening now for a few releases of both the OS and Bridge.
I read several other very similar symptoms where people are trying to change the label (colour or number) and it takes several seconds for the label to change, if at all. And to be clear, this is not a Lock up" in the true sense of the term - the OS is not reporting that Bridge is "not responding". It thinks it is fine, but Bridge is not responding to any input commands, keyboard or otherwise. A force quit and reload shows that Bridge did process the command before it went nuts (i.e., the label change or the rotation is compolete).
I did some more testing this morning and here is what I found:

A final update for today - I selected about 30 files from my Windows machine and changed the label colour, and I got the same response, sort of. Bridge stopped responding to any input until all of the labels on those files were changed, which took a while (since the drive is a share from the the Mac). Still, way shorter than the "permanent" wait on the Mac.

Again, I cannot replicate your issue. I took a folder that was on an external drive. There were 148 DNG images in this folder. I selected them all (all 148). I pressed ratings and labels. It took about a second, and they were all rated and labeled. It was not instantaneous but certainly not a situation where I felt I needed to go and have a cup of coffee while waiting.
I'm running Ventura (13.0.1) on a Mac Studio Pro, 64 GB RAM. At this moment, I"m running Mail, Safari, Chrome, FileMaker Pro, Calendar, TextEdit, Word, Lightroom Classic, Silverfast 9, Silverfast HDR 9, Bridge, Photoshop, Messages, Houdahspot, Books, Snagit, & Quicktime Player. So I've got a few things keeping my OS active.
Again, I'm not saying that you're not experiencing these issues; I'm just saying I cannot replicate the issue. The real issue is why you are having these issues, and I am not. All I know is that you're running OS 12.6.2, and I doubt that that is the sole issue. How much ram and what other applications do you have currently running? Let's start from there.

I've been doing software since 1984, so I know all about crushing bugs and how hard it can be to find the root cause. I found a related (or the same) issue on my local drive (so it may not have anything to do with a connected drive). I change the label of a file and Bridge never updated it. After 20 minutes of waiting, I purged the cache and when it rebuilt, the label change was there.

I noticed today that when this happens, right at the bottom of Bridge the message is "(Generating thumnails...)" and that never goes away.
