Only some video thumbnails not generating exclusively on windows

We tried to reset the view settings of the folder to default. We tried resetting the setting of the File Explorer to default. We tried resetting the preference of the VLC app as well but still in File Explorer, some videos show thumbnails and some do not even though all of them have .mp4 extension/format.

It works on a macbook pro but need it to work on windows (Win 10 Pro v 22H2)
