Photo downloader does not download all raw files (NEF)

When downloading from my Nikon NEF SD card, Photo Downloader skips random files.  Why?

Bridge version
System configuration
Please share the sample files list and screen recording on which you are observing the issue at sharewithbr@adobe.com
