My understanding is that if the image has sufficiently large pixel dimensions it will fill the preview panel or is scaled down to fill.  Smaller pixel dimension images are left at their native size and are not "stretched" to fill the available space.

This will not fix all of your issues, but I've never understood why Adobe places the Preview Panel in such a small area. Why a small preview is called a Preview is beyond me.

Fortunately, if this is an issue for you, there is an easy fix: place the Preview Panel in the middle as I've done here, move other Panels around to satisfy other access issues, and save it as a new Workspace.

Unfortunately, as Erik has stated, if the Preview image is low resolution, it will show up at 100%, which will be small and will not fill up the Preview Panel.
