was there any significantly functional changes to the UI in the 'October 2018 release (version 9.0)'

October 2018 release (version 9.0)' New and enhanced features | Latest release of Bridge CC

functional = what could be done in the same way via the UI that it couldnt before this update

also this update did this: 'When you launch Bridge, a sign-in window prompts you to log in'

see New and enhanced features | Latest release of Bridge CC

when you opened bridge before this update, could you used bridge without signing in?

I'm not sure what you are asking. A number of bugs were fixed, the UI changed considerably, and there are a few new features.

Bridge is free to use but requires an Adobe account, either free or paid. They changed the way licensing is checked but you logged in before as well.

Hi excessphotos,

The latest release of Adobe Bridge CC contains revamped and modern looking UI .

Also starting with this release, users are required to sign in with free or paid Adobe ID to launch the product.

Previous versions of Adobe Bridge could be used with out signing in.
