How do I install the Creative Cloud Desktop app in another language? The default install is in the system default language.

Another particularly annoying feature of Adobe is that it confuses Brazilian Portuguese with Portuguese. These languages are quite different and I always have to manually change all applications to English instead. Ideally there should be a Portuguese from Portugal (pt-pt) version available. If this is not possible, do not assume that a Portuguese system will use PT-BR by default instead. 

Believe me it is really annoying for a lot of people I talk and work with here in Portugal but also in other countries who speak Portuguese but not Brazilian Portuguese.

Try the steps here to change your language:

Note that this will affect new installs. Existing apps need to be reinstalled. 

Also, if the app has preferences, back them up before reinstalling.

clarification for users trying to install cc apps with a different language:  existing apps that were installed with the incorrect language need to be uninstalled, the cc desktop preferences then changed to install apps with the correct language and finally the apps with the correct language reinstalled.

 

as for the op, they are requesting a new feature.  ie, they wish to install the cc desktop app itself to use a different (from the os) language and they intentionally posted in the cc desktop ideas forum and the same message in the cc desktop bugs forum.
