Web Form send to non-User

Is there a way to have a web form send workflows directly to an email that is not set-up as a user or admin? i.e. 'jobs@soandso.com'

Site Settings > Manage workflow > (Choose Appropriate Workflow) > Add Steps to Workflow > Check Box "Also Send Workflow Notification To (separate by semi-colons):" > Enter email address.

I have this working, but attachments that are part of the workflow notification do NOT come through to the email address listed in the "Also Send Workflow Notification To" list (they are receiving the email notification, but not the attachment). Is there a way to solve this?

Because they are a CC not a admin user.

If you want more then one admin user to recieve workdlow notifications add them to the roles and set those roles to get the notifications in the workflow.

Thanks, but the reason they are a CC is because we are out of admin user licenses. Is that the only way they can receive the attachments?
