Can't open Camera Raw

Hello, I can't open Camera Raw. Written "up to date", no "open". What can I do to open Camera Raw ?

Camera RAW can only be accessed from either Bridge or when you try to open a RAW file in Photoshop.

It is a Plugin and not a regular program that opens with a .exe file.
