I cannot make lens corrections in ACR 10.1. This screenshot sums it up. I do not have all of the tabs.
I just installed LR and PS, too.
If you want the full Lightroom, you should be using Lightroom Classic, which is included in the Creative Cloud Photography Plan
that also includes photoshop cc that comes with the full camera raw.

That explains it then, since the camera raw photoshop elements uses doesn't have all the features that is available when used in photoshop cc.

That explains only half of it. I am using Lightroom CC. What you are saying is that PSE has "degraded" it.

I also have Lightroom 6 installed on another machine with PS Elements, and the ACR is just as crippled.

Yes, acr in photoshop elements is always the way yours is no matter what other software you have installed.
Lightrroom Classic/Lightroom 6 has the acr engine built in while photoshop cc and photoshop elements use an camera raw plugin, but the photoshop elements version has less features then the photoshop cc version.
Lightroom CC, while it also uses the same acr engine as Lightroom Classic is more for online use across multiple internet connected devices and doesn't have all the features that Lightroom Classic uses.
It's all very confusing and adobe doesn't help matters with the way they name their applications.

You must have a subscription of some kind if you have Lightroom CC.
What does your subscription include?
