Edits to photo in Camera Raw revert to unedited version when sent to Photoshop

On the new 2023, after editing a photo in Camera Raw, I click open to send it to Photoshop and the edited photos reverts to the unedited version. Also I'm unable to convert it to a jpg.

I would try resetting the preferences in Camera Raw.
