I use CC and raw is updated to 13.3. I am now having issues trying to crop in raw. The Image floats up/down when attempting to crop, and only after clicking on the image multiple times does it stop, and apply the crop where ever it may stop. This is beyond frustrating and makes it nearly impossible to accurately crop. I am set for automatic updates, so I'm not really aware if this started after the update or not.
First, try disabling GPU in the preferences (Preformance tab). Any better? If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it. Also see: https://helpx.adobe.com/photoshop/kb/acr-gpu-faq.html
