P: ACR needs HSB & HSL color sampler

Here's the issue:

One wishes to sample a color from an image, then USE that color as an Adjustment Brush or Grad Tool, or Radial Tool overlay.

 

The problem is the Color Picker in those local brushes' panels only take HS(B) values.
(Actually the Brightness or Lightness is ignored).
One has to SAMPLE the RGB, (or L*a*b*, or CMYK) values in ACR, write them down, open a converter (even Photoshop) to convert the Sampled ACR Color Value to HSB, (and write it down), then come back to ACR to enter the values into the Adjustment Brush Color picker.

Strangely, the same tool in LR Classic works exactly as it should. Drag the probe out from the Color Overlay box and release it anywhere in the image, the H and S values at that spot are registered in the tool interface. Would it be a problem for Adobe to transfer that bit of code from LR to CR?

Yes, it needs this badly.  RGB values are far less useful as they are not intuitive to interpret.

Knowing that a blue sky is typically around hue=210 and skin is around hue=20 makes it helpful to check color samples to see if the white balance is close.  I have wanted this in ACR for years.  It seems like such an obvious thing that is missing.
