RAW images open in Lightroom, Elements and Photoshop with artifacts

When I open RAW files in Lightroom, Elements and Photoshop, images open in Develop module with rows of red and black pixels throughout the image and blocks of random colors.  I uninstalled/reinstalled Lightroom and installed a new graphics card with no improvement.  JPEG files open correctly.   This problem also occurs with Elements and Photoshop.  If I open a RAW files in Luminar and export it to Lightroom, the problems disappears.  I tried changing settings in Lightroom, to no avail.  This problems began with Camera RAW 12.3 and continues with 12.4.  I also converted RAW files to DNG and the same problem occurs.  This problem is present with RAW files from various camera formats, Olympus, Nikon and Sony.

I purged the RAW cache under "performance" preferences in Lightroom. No
difference. Is that what you meant by "clear cache'?

And no difference with GPU on or off? 

Next try recalibrating the display and making a NEW display profile.

occurs both in Elements 2020 and Photoshop.

What OS?

Do you have another computer you can try?

You recreated the display profile? What software and settings? Avoid version 4 profiles and LUT IF the software had such options.

Hi:
I am using Windows 10 Pro 64 bit on an i5 Processor with 32Gb of RAM. Yes,
I have a windows laptop with Lightroom installed with a calibrated display
and everything works fine.

I am using Spyder5 Pro 5.5 to recalibrate the display for a full
recalibration of the display. I don't recall specific settings for 4
profiles and LUT. The problem with artifacts began before I recalibrated
the monitor.

I deleted the Adobe Cache files. No improvement.

Should I uninstall Lightroom, Photoshop and Elements and reinstall??
Should I recalibrate the display?

I suspect the GPU on your one machine. Otherwise the profile issues would be seen on both systems, assuming you're using the same settings. It's odd that GPU off still shows the issue however. 

You could try reinstalling but I don't think that will help. If all else fails, you'll have to give that a try.

I replaced the graphics card with a new one: XFX Radeon RX580 8 Gb.
Problem continued with the new card. Problem was present with old card
also a Radeon card. The other computer I referenced in my last email is a
laptop which was also calibrated with Spyder Pro 5 with no problems with
Lightroom in develop module.

I reset the preferences for Lightroom -- no improvement.

I have other monitors. I will try another monitor.
