Scrubby Zoom not working

Scrubby Zoom is now greyed out and is not working.  However, it is working in Camera Raw.  When you open an image from Camera Raw the Scrubby Zoom box will be checked for  a few seconds and then goes away.  Very strange.  Anyhow, wondering if anyone has any ideas?  I've gone through Edit-Preferences-Tools and tried making changes but nothing seems to work.....

Very likely your GPU. We need more info on the hardware, OS etc.

I have a Window 10 operating system,  my gpu is a Nvidia GeForce GTX 745.  I"m not sure what else you need at this point.  Thanks for getting back to me so quickly!
