What version of ACR is most recent for photoshop elements 15? I see v9.12 but am told that it won't update using installer.

That page is not up to date as pscc2017 is at ACR 9.12 date on page is 7 April 2017.
You're right. Even Photoshop is listed as 9.10. I'm not up on Photoshop Elements. Sorry, can't help you.
