Lossy NEF LinearizationTable accuracy after DNG conversion?

Hi, I noticed somethig strange in LinearizationTable interpolation after conversion of lossy NEF files to DNG (using 11.4.1 for example). I was expecting a strictly increasing table, but the DNG conversion results in some repeated values, which is highly unexpected for a LUT of this purpose (assuming the theory described here is correct).

 

This is an example output from a D5600 12b lossy NEF converted to DNG and read by 'exiftool -LinearizationTable -b *.dng', where value 136 (supposedly in the purely linear portion of the curve) is repeated:

Is this DNG Converter behaviour intentional?
