Does anyone know when Adobe will have a download to allow CS3 to process RAW files from the new Canon 7D?

Never! Development and support for Photoshop CS3 doesn't exist. If you are going to stay with Photoshop CS3 then you need to download and use the latest version of the DNG converter to create digital negative copies of your raw images. Then it will be possible for you to work with those DNG files in Photoshop CS3/Camera Raw 4.6.

I am still using Photoshop CS3 and Lightroom, and I have an older model camera (not Canon) so my information may not be completely accurate. But I seem to recall that there is preliminary support for the 7D in Camera Raw 5.5, with full support expected in the next release.

There is a release candidate of Adobe Camera Raw 5.6 and the DNG converter available today in Adobe Labs at http://labs.adobe.com/wiki/index.php/Camera_Raw_5.6
While ACR 5.6 won't work with CS3, you should be able to use the new DNG Converter to convert the CR2 files from the Canon 7D to DNG files that can be opened with the latest ACR for CS3.

Photoshop CS4 has support for the Canon 7D when used with Camera Rawa 5.6 or 5.7. If you have an earlier version of Camera Raw you can get the 5.7 update at http://www.adobe.com/support/downloads/detail.jsp?ftpID=4683
