You can try following method to download both files.

1) open this link in a browser Download Photoshop Elements versions 9, 8, 7

2) open a new tab

3) click on these 2 links to download file 1 and file 2  http://prodesigntools.com/trials3/AdobeProducts/CPTV/9/win64/Captivate_9_x64_LS21.exe
