I am creating a video (9 minutes) showing a teacher exhibiting certain strategies with a few interactive elements like educators being able to pause the video, answering questions presented to them during different stages of the video and some subtitling in different colors.
1) What should I save the file as on the adobe captivate platform?
2) How can I load it on my server so possible viewers can just receive a link to click on and view the video with those interactive elements?
3) If question #2 is not applicable, how can I load the video on my website so possible viewers can just receive a link to click on and view the video with those interactive elements?

A video is by definition passive, no interactivity. You want to publish an interactive tutorial, best way will be to publish to HTML5.
Captivate is not a platform, it is an eLearning authoring tool. If you don't have a LMS you can upload the published folder (to HTML5) to a webserver. Make sure the server supports JSON. In the folder there is a 'index.html' file which is meant to launch the course, just like any website. Send the full URL to your viewers.
