Adobe Captivate Trial paused and then completely disappeared

Error I am getting is this when I try to download the free 30 day trial again - "You don't have permission to access "http://trials3.adobe.com/AdobeProducts/CPTV/11/win64/Captivate_2019_x64_LS21.exe" on this server."

How crazy is this? Isn't this supposed to be a simple dowload trial. How complicated and inefficient can things get?

Please help running out of patience.

You don't give a lot of detail or any screenshots to show the error but this issue may not be Adobe's fault.  Is it possible you may have an overzealous antivirus app or some kind of firewall at your end that is seeing the fact you are trying to download an EXE file and thinks you should not be allowed to do that?  Are you doing this from home on your own PC for which you have full Administrator permissions, or is this a corporate PC with a locked-down Operating System?
