Animate file in Captivate working on Mac but not Windows. Why?

I built a custom rollover tooltip in Edge Animate and then imported the .oam file into Captivate. I chose this route because the final output of the Captivate lesson will be HTML5, and the built in Captivate tooltip learning interaction only works with a .swf output. Plus I wanted the fancy animation effect

Here's the thing. The tooltip works and functions marvelously on my Mac when viewing the outputted Captivate file in Chrome and/or Safari browser. When trying to view the same Captivate file in Chrome, Firefox, or IE on a Windows OS it's a complete failure. Why is that? This is important because I work on a hybrid team where there is a mixture of OS X and Windows OS's, plus there's no telling of the variety of OS's that will be used for interacting with my Captivate lessons.

So here's my question: why is the tooltip working on OS X perfectly, but a complete dud on Windows?

Have you tried uploading your HTML5  content to a web server and viewing it from there on both OS platforms?  Viewing any HTML5 content from a local drive is not usually going to yield the best results.
