Are clickable links possible in MP4 output

I have a 4 minutes mp4 video covering highlights of a new product version recently released. Had it been a regular SCORM output, interactive, then userc could have clicked the links to interact and navigate.

This being a mp4 file, is that possible. The mp4 files is meant to be a self-playing file without user interactivity. Just wanted to check if it is still possible.

No, MP4 is a passive video format. Even an interactive video needs output to HTML5 to keep the rather limited interactivities.
