Bar at Top of Responsive Project

1,  What is this bar called? with the various handheld, ipad and desktop icons.

2. I opened a CPTX file and DID NOT see the desktop/ipad/mobile device bar at the top.

Could it be that my CPTX file is NOT a responsive project?

or

did I accidentally "hide" the bar.

Forgot to add. This is a main and confusing issue between Captivate projects. Responsive projects are different from the older "normal" projects. What you opened seems to be an older or a "normal" project type. The two are not compatible. There is nothing you could have "Turned off" to make the bar disappear. It disappeared because the project wasn't created as a Responsive project.

I'm not sure of any documentation that specifically names it. I suppose I might call it the "Breakpoint Bar"?

The presence of that bar indicates you are editing a Responsive project.
