The bulletin widget properties box is so big that I can't see the ok button and can't resize.

This also happens with some other widgets. The issue is usually related to your monitor resolution. Try changing that and see if it then becomes visible.

Are you on Win10, retina screen? Check font size, which is often set too high (175%) and reduce that percentage.

I know this is an old post, but my reply might help someone. It might have saved me literally hours with online support and a reinstall today.
It has been identified as a bug and was told it is on the list of fixes. I am surprised Adobe haven't addressed the issue yet, as it has been around for a while by the look of things.
The problem is the widget window is set at a certain size, with no provision with a scroll bar for smaller screen resolutions. If you have a 1920x1080 screen you're fine, if not, you're not going to see the OK/cancel buttons.....
I found a trick to get a few extra pixels at the bottom of the screen. Enough to show, or have a bit of the buttons peek through enough to be usable.
Before you launch Captivate, set the Task bar to auto-hide by right clicking on an empty area of it, select properties, and check auto-hide. Setting the Bar to the left/right of your screen works too.
Next time you launch Captivate, maximise the window, and it should do the trick.
For me, only the Bulletin widget is the only one left unusable.
