Can't get MP4 Video files to work in IE 10/11

Here is my project file:

Dropbox - videotest.cptx

It consists of 1 slide with a test video in it and 1 blank slide - that's it!

I am using Captivate 8 (same results in Captivate 9) and no matter what I do, when tested via SCORM Cloud, IE 10/11 simply do not load the video content at all. It just shows the Loading overlay, then it goes away, and then it comes back - just cycles indefinitely.

I'm using the IE 9 fix and that seems to be working (start the video after .5 seconds instead of right at the beginning of the slide) but this does not help in getting the course to work in IE 10/11 in anyway.

I've tested every MP4 H.264 file variations imaginable with no luck. Here are some others I've reviewed:

Thanks for reporting the issue. I am part of the Adobe engineering team. We tried to reproduce your issue but were not able to. For your reference I am sharing the scorm cloud link which you can follow to see your project which you can preferably open in the IE 10/11 SCORM Cloud.

We used Browserstack in our testing process and for some reason, the instances they have setup seem to have restrictions that are not allowing our course to launch properly (via SCORM Cloud).

I was able to test out IE 10/11 on a few real PCs and it is in fact working.

Perhaps your Browserstack server was not configured to allow MP4 video mimetypes?

Not sure if this is the case - we were able to get it to work just fine in IE 9.

I'm encountering a similar issue. I've had videos stalling or not loading consistently (Captivate 8, using HTML5 output).

As an attempt to solve the problem, I've re-encoded the videos at a smaller size and lower bitrate.

Now, even though videos are playing, for most of the slide I'm getting an overlay with a loading animation showing. Just to be clear, this is happening while the video is playing: the video is playing, uninterrupted, but for most of the time it is doing so, I'm getting a loading animation and grey overlay. Videos are being served via network connection to our SharePoint intranet, all in the same building, so we can't blame bad internet connections.

Any ideas?
