Hello, I need help
I publish my course for xAPI, it works fine on Scorm cloud, but when I upload on my own hosting and make a launch link with http://www.xapilaunchlink.com/
my course always loading, I check the console and there's no xhttp request

No, I don't use any LMS
I just use Launch URL to launch xAPI course
I've tried this:

Because that is simply impossible. You cannot launch a course which is set up for SCORM or xAPI reporting from a simple webserver. You have to take out reporting to be able to do so, because you don't have the needed functionality in the webserver. Or you have to do some server-side programming.

but according to xAPI specification, we can launch xAPI without LMS
we just need xAPI course link and wrap it with correct URL format to communicate with LRS

Sounds strange to me, hoping someone with more expertise about xAPI will pop in. For SCORM this is not possible.

yes, that's why people try to move from SCORM to xAPI because of it's flexibility
xAPI can be integrated with almost anything (website, game and much more) without the need of LMS

Yes xAPI doesn't need an LMS, it needs an LRS, a Learning Record Store. That's not really that much different from how SCORM needs an LMS or else nothing happens after you close the module. Take a look at this explanation of what an LRS is:

So an LRS is still a server-based online software solution that requires setup, hosting, implementation, etc.
You need more than just a website for xAPI to work. Do you actually have an LRS yet?
Some organisations have moved to xAPI but by far the larger percentage of the learning world runs on SCORM-compliant LMSs and the most popular SCORM standard out there is still SCORM 1.2, despite the fact that SCORM 2004 is...well...16 years old now! The reason for this inertia in the learning world is that SCORM 1.2 simply does what most organisations require. It tracks learner interactions with courseware and gives a result that equates to a pass or fail of some kind.
You CAN get a lot more sophisticated than that, but the bottom line is that most people don't WANT more than that.
