In such a case probably its time to contact Adobe support. To contact support follow the instructions given below
1. Go to https://helpx.adobe.com/contact.html?rghtup=autoOpen
2. Wait a bit on the page that opens up, it should automatically open a chat popup. If that does not happen then look for a call out/chat icon at the bottom right, click over it and the chat popup should open

also, make sure you restarted your computer and closed captivate in order to update. you can start the update from captivate's help menu while it's open, but when prompted, close it.

Which type of license do you have at this moment: perpetual or subscription? 11.8.1 - which you need due to your Win11 OS - is only available as subscription license.

You can't update to 11.8.1 from the 11.5.5 !...
You must first install 11.8. Then you will have access to the last update...

This is correct. Per Adobe Help, the version 11.8 is not a batch update. It's a standalone version. So you uninstall 11.5 and download what's now called Captivate Classic (2019 v11.8) from this site: https://www.adobe.com/products/captivate/vipdownload.html. You can also download and run 2023 Captivate along side of 2019.
