Text buttons seem to come out as silver no matter what fill color or gradient I apply. What am I doing wrong?
Also, what is the little checkerboard icon and percentage? I assume that's transparency but it seems to make no difference whether I specify 0 or 100%.

Switch to a Transparent button if you want to change the Fill and the Color. Or even better, more possibilities for Fill, switch to a shape button.
White-black checkerboard is the general known presentation for transparent pixels. The % gives the amount of opacity, not transparency.

Thank you - but I can't use transparent buttons or smart shapes as buttons because they don't work for 508 accessibility (can't select them with press Enter). Only text buttons or image buttons are 508 accessible.
I don't understand why one has the option to select a color if they don't work with that type of button.

I don't remember for Captivate 7, but Captivate 8-9 has no Fill nor Stroke options for Text buttons. The only available color is for Character:

In Captivate 7 you can pick the fill color and stroke color, width, and style for text buttons but they don't do anything. It doesn't seem to make sense that one cannot color a text button, only a "transparent" button.
