We have a created a course in captivate 8 and 9. We have used with media files (audio,video, images). We are facing performance issue while checking this course in iOS through SCORM cloud. Please assist us to resolve this issue ASAP.

How many megabytes in the course module? What is the end user's bandwidth? Which specific iOS devices are you testing on?

Course 1 - 48 MB
Course 2 - 32 MB
Bandwidth - 2mbps
iOS - 8.1+ and 9.1

I think you need to make your course modules a lot smaller. 5-10 megabytes per module would be better.
iOS 8 and 9 are NOT devices. Those OSs could be on anything from an iPad 2 to an iPad Pro. These devices have vastly different processing powers and RAM configurations. You're not comparing apples with apples.

Reducing the file size to 10 MB is not possible. Already we have optimized the course
We knew that iOS 8 and 9 are not devices. We mean to say that is our requirement not based devices. anyhow we will consider the device also as per suggestion. Please suggest any other possible solution
and below are the devices we tested.
IPAD 3rd Gen - iOS 9.1
IPAD 4th Gen - iOS 8.1
IPAD Mini - iOS 8.1
Iphone 5 - iOS 9.1

How many 'modules' are there in this 'course'? I find it hard to believe there is no way to divide it up into smaller chunks that will then load more quickly.
iPad 3 and 4 both only have 1 gig of RAM, as do most versions of the iPad Mini. Over half of that will be required just to run the operating system, let alone any apps the person may happen to be running at the same time they are trying to view content of your course. In my view, only the more recent iDevices such as the iPad AIR 2 and iPad Pro are starting to get into the territory of having powerful enough chips and RAM configs to run the same multimedia e-learning courses that Captivate developers have been accustomed to building for desktop computers and browsers.
While a 30-40 meg course might not have strained most desktops systems, they can easily bog down a mobile device.
If you are testing on these i-devices already, I would suggest you download some of the System Monitoring apps that enable you to watch what is happening on the device while you are viewing your course. These will enable you to see whether you are maxing out the CPU or RAM of the device, which should then tell you whether your course is too heavy.
