Captivate 9 Scorm Issue

I recently completed a health and safety module that was uploaded to our LMS (Blackboard) and would need to pass the completed grade to the gradebook. When tested as an instructor there were no errors with the module. However when tested as a participant I get an communication error from Blackboard.

The Debug information appears like this

I believed this to be an LMS error until I tried it in Brightspace and received the same communication error, fatal_error_D2L.PNG

I have tried publishing in several versions of scorm, 1.2 and 2004 but nothing seems to change the error. I also created a second Test module with only two Multiple choice questions and an opening slide and experienced the same communication issue. Is anyone else experiencing an issue like this with those LMS's and Captivate 9? Anyone have any ideas how I might go about fixing these issues? Any help is greatly appreciated.

That's not a very accurate error message because the LMS was initialized and was send data. You suspend_data and interaction data were posted successfully. The error occurs right after the interaction data is recorded.

Try it in SCORM Cloud. If that fails, try it without sending the interaction data.

I tried it in SCORM Cloud and it passed there. So I created a dispatch and uploaded that into Blackboard. Upon taking the course as a student I received the same error message as above.

I just looked at my last post, horrible grammar and spelling!

Did you try taking out the interaction reporting.

I forgot to mention that when I tried this module with interaction data off, I still received the same error.
