How do I set up each slide in captivate 9 (non-responsive projects) so the user cannot progress to the next slide until a certain amount of time? Right now, I have click boxes on each slide, but I think I set them up wrong. They are active for the entire length of the slide. For example, I want the user to be on slide 1 for 30 seconds, and not be able to click forward until 30 seconds is up.

It the time the same on each slide, or differerent, that is not clear to me. If the timing is the same I would use a shape button on the first slide with the correct timing, and display it for the rest of the project. If the timing is different on each slideit will be more complicated, but could find a solution with a shared action (will present it at ALS in two weeks).
It helps also if you tell with exact version you are using, there are 3 versions for 9.
BTW you can shorten the click box timeline, using either the TIming properties or the mouse. Maybe read this blog post:

The length of timing for each slide is different. Version 9.02.437.

You can use the Delay Next Actions command combined with Show ... (for click box or Next button). All depends on what you have on the slide already like interactive objects etc. Maybe you can have a look at this interactive movie here I demonstrate how you can skip frames on a second vist. Basics would be the same for you, but I would choose a shared action with a user variale, in such a way that you have only to enter the time when applying the shared action. Use a Next button (or click box) that is on the first slide, timed for the rest of the project, and use the On Enter event of each slide:
