Do we get the Neo Speech^TM Voices inbuilt in the licensed copy of Captivate 9.0?

Yes, it depends on the Captivate language. I have an English version and got 7 voices. You have to download them separately and install.

Yes, There are few voices which you get along with Adobe Captivate 9 as mentioned by Lilybiri

In order to download you will have to go to Audio > Speech management.
