s a developer you need a license. You publish the Captivate file to the wanted output (probably to HTML5), then upload it to a webserver or a LMS. The learners watching the output will need only a browser and access to the server or the LMS.

What is published with a licensed version will not expire, but you cannot edit it anymore.
