A government client has asked us to look at a public facing web training. One one of the pages, a multiple choice question with form field radio buttons, when you select any of the 4 radio buttons JAWS will read all 4 questions, 3 times.
We looked at the VPAT for Captvate v9.0 and it mentions problems working with screen readers.
So is there a fix for this, or do we roll back to a previous or newer version of Captivate that will work with JAWS?

I always found the navigation controls for Captivate quiz slides a little wonky. You are better off just creating your own quiz slides from scratch using buttons/smartshapes for feedback, etc. Once you create it once, you can duplicate the slide however many times later for easier development.

how do you create the quizzes from scratch? do you have to know how to program?

Not necessarily. (Though being able to program in HTML5 and JavaScript is definitely an advantage.)
However, to build custom quiz questions in Adobe Captivate you WILL definitely need to have a good understanding of how to use Variables and Advanced Actions, especially Conditional Advanced Actions and potentially Shared Actions.
