How does one create a discussion forum for learners such as is common in D2L, Moodle, etc.?

This is a function that would typically be handled by your Learning Management System, or a separate tool like a Client Management System.

Ideally, you would create a threaded discussion in such a system relevant to each course; generate a custom URL, or permalink, for that discussion; and publish the course from Captivate with a link to the specific discussion for each course.
