Creating rule of thirds activity

I'm trying to create an interactive activity where a user drags a rule of third grid over an image, basically practicing framing/composition using rule of thirds. 

Any ideas on how I might do this in Adobe Captivate? I've been using the drag/drop widget but haven't quite achieved what I want.

You can set up a bunch of smartshapes as drop targets. Set their opacity to zero.

Adjust their snapping points to top center/ left center/etc. and allow the dropped item to be redragged.

If you make the targets very small you may be able to play around with them enough to give the user several options for placement.
