Drag and Drop would not Work in a Responsive Project (Captivate 8)

Drag and drop would not work in a responsive project (Captivate 8). The option is inactive. However, it works fine in other project types, like Blank. Any suggestions as to what I can do to make it work? Thank you!

Are you on 8.0.1.242 or 8.0.2? Drag&Drop was not possible in the first release of 8.
