Dragging Layers Drops Data (Captivate Classic)

I'm wondering if anyone else experiences this issue: When I go to drag layers within the timeline to better organize them, the object labels often don't follow the timeline of that object, and sometimes the stretch of timeline disappears itself not appearing where I've tried to drop it, and the label still sitting where it was, but the 'colored bar' gone. It often reappears properly after I save or sometimes only when I close out the program then reopen, but that's a little nerve-wracking to have to 'hope' that it does. So I often leave the timeline alone and hunt for what I need rather than having it organized the way I want. Is there some setting I perhaps have on that is causing this? I also don't really understand why the layers can only be dragged within the timeline itself (which means the placement easily shifts and I have to redo if I don't remember the exact spot it was (and I even tried holding down 'shift' to see if it would hold the object layer in its horizontal spot on the timeline while I dragged it vertically, but nope*), rather than by the label . . . if I recall in Flash which I never had an issue with layer dragging in the timeline, it was by the label.

 

*An aside: Why doesn't holding down shift work while moving objects in Captivate Classic either? I mean it's an Adobe product and I use that frequently in Illus/PS to move an object along a straight line like many others? . . . it just seems an odd thing to leave such a helpful feature out. 

 

Thank you for any assistance in understanding (even if I can't get something fixed, I still like to understand the reasons why, say, if the issue came up before and there was some conflict in the code that didn't allow a feature since it crashed another, or some such. Allows me to know whether to bring it up as a feature or not bother)
